01-23-08: Chief Eller Resigns

Ken Eller has resigned as Chief of Police for the Humphrey Police Department effective immediately. 

08-04-06: Officer Smith Mobilized to Navy 

Officer Smith was recently mobilized to active duty from the Navy Reserves.  He will be serving in Kuwait for up to one year.  Smith is a Personnel Specialist First Class for SSB2 Fuels Unit in Lincoln, NE.  The Humphrey Police Department's best wishes are with him during his service to our country. 

07/16/06:  HPD awarded $16,000 by Highway Safety

The Nebraska Department of Highway Safety Director Fred Zwonecek awarded Chief Ken Eller $16,000 in challenged award grants on March 31, 2006.  The awards came in two $5,000 awards and two $3,000 awards.  The awards were a result of Humphrey having the second highest percentage increase of seatbelt use in the November through December, 2005.

Chief Eller recently used the award to purchase a modern 2005 Crown Victoria Police Interceptor.  The award also resulted in a savings of $16,000 to the city budget.  The vehicle will soon be in service to serve the citizens of Humphrey.   

06/09/06:  Click It Or Ticket Results

    The Humphrey Police Department completed the Nebraska "Click It Or Ticket" Mobilization from May 22 - June 04, 2006.
    The "Click It Or Ticket" Mobilization targets those motorists who don't use seat belts and child restraints in vehicles.  The purpose of the "Click It Or Ticket" Mobilization is to increase the overall use of vehicle and child restraints.
   
A Post-Wave Survey was conducted the week of May 19, 2006 to measure local restraint usage and the observed usage rate of motor vehicle restraints in Humphrey was 61%.  The Pre-Wave  Survey was conducted the Week of June 9, 2006, and the restraint usage was 58%.  
    During the mobilization 5 officers participated and worked 172 hours.  26 Written Warnings, 1 Seatbelt Citations, and 2 total Citations were issued.  Additionally one checkpoint was conducted and Officers inspected 67 vehicles for defects.  

05/26/06:  Buckle Up In Your Truck Results

    The Humphrey Police Department completed the Nebraska "Buckle Up In Your Truck" Mobilization from May 7 - May 13, 2006.
    The "Buckle Up In Your Truck" Mobilization targets those motorists who don't use seat belts and child restraints in trucks.  The purpose of the "Buckle Up In Your Truck" Mobilization is to increase the overall use of vehicle and child restraints.
   
A Post-Wave Survey was conducted the week of April 23, 2006 to measure local restraint usage and the observed usage rate of motor vehicle restraints in Humphrey was 24%.  The Pre-Wave  Survey was conducted the Week of May 19, 2006, and the restraint usage was 61%.  Humphrey should be proud of increasing usage by 37%.
    During the mobilization 5 officers participated and worked 132 hours.  38 Written Warnings, 3 Seatbelt Citations, and 1 Warrant Arrest were made.  Also one stolen motorcycle was recovered.  Additionally one checkpoint was conducted. 

05/10/06:  Vehicle Checkpoints

The Humphrey Police Department will conduct checkpoints from time to time throughout the year.  The Nebraska Supreme Court has recognized Checkpoints as legal.  Checkpoint Officers are looking for several things including drivers license, registration, insurance, vehicle defects, and drivers condition.  If you come upon a Checkpoint be prepared to present your proper paperwork.  Normally a check stop last under 30 seconds.

04/30/06:  Buckle Up In Your Truck and Click It Or Ticket in May and June

    The Humphrey Police Department will again participate with other Nebraska Law Enforcement Agencies in the Nebraska "Buckle Up In Your Truck and Click It or Ticket" Mobilization from May  07 to May 13, 2006 and May 22  to June 4, 2006.
    The “Buckle Up In Your Truck” Mobilization targets truck drivers who don’t use seat belts and don’t have children properly restrained.  The "Click It or Ticket" Mobilization targets those motorists who don't use seat belts and don't have children properly restrained in any motor vehicle.  The purpose of the both mobilizations is to increase the overall use of vehicle and child restraints. 
    A Pre-Wave Mobilization Survey was conducted the week of April 23, 2006 to measure local restraint usage and the observed usage rate of motor vehicle restraints in Humphrey was 24%.  A Post-Wave Mobilization Survey will be conducted the Week of May 15, 2006 and June 5, 2006
, to again measure restraint usage in Humphrey.  The goal of the statewide mobilization is to increase overall safety belt usage to 83%.
    During regular scheduled patrols, Officers from the Humphrey Police Department will concentrate on increased traffic enforcement with zero tolerance for safety belt and child restraint violations.  Vehicle check stops will also be conducted.  Child restraint violations carry a $25.00 fine plus $44 court costs and one point is assessed against the operator's driving record.  Occupant protection violations are secondary violations and carry a $25.00 fine plus $44 court costs.
    In Nebraska in 2005, about one out of five Nebraskan drivers and front seat passengers were observed not using safety belts.  During 2005, 247 people died in traffic crashes in Nebraska.  Additionally 182 unrestrained people were killed almost half were ejected from the vehicle.  When the driver is unbuckled, the probability of a child being unbuckled is 3.7 times greater.

Nebraska law says-           

-All drivers and front seat passengers must be properly buckled up.

-If the driver has a provisional operator’s permit (POP) or school

permit, the driver and ALL passengers must be buckled up.

-Children up to the age of 6 must be properly buckled up in a child

safety seat or booster seat.

-All children ages 6 up to age 18 are required to be buckled up in

safety belt, booster seat, or child safety seat.

-Children 17 and younger are prohibited from riding in cargo areas(i.e. truck bed).

01/22/06:  Jeff Treu joins Humphrey Police Department

Officer Jeff Treu has joined the Humphrey Police Department on a part-time basis.  He is employed full-time as a Deputy with the Antelope County Sheriff's Department in Neligh, Nebraska.

Treu has been in Law Enforcement for 16 years.

12/02/05:  Click It or Ticket Results

    The "Click It or Ticket" Mobilization targets those motorists who don't use seat belts and don't have children properly restrained in a motor vehicle.  The purpose of the "Click It or Ticket" Mobilization is to increase the overall use of vehicle and child restraints. 

    A Post-Wave Survey was conducted the week of November 28, 2005, to measure local restraint usage and the observed usage rate of motor vehicle restraints in Humphrey was 65%.  The Pre-Wave  Survey was conducted the Week of November 07, 2005, and the restraint usage was 25%.  Humphrey should be proud of increasing usage by 40%.

    During the mobilization 4 officers participated and worked 117 hours.  10 Written Warnings, 4 Correction Cards, 2 Seatbelt Citations, and 1 Arrest for DUI were made.

    The Humphrey Police Department will also participate in the Nebraska "You Drink & Drive You Lose" Mobilization from December 9, 2005 to January 1, 2006 on Friday, Saturday, and Sundays only.  The Nebraska "You Drink & Drive You Lose" Mobilization targets drunk drivers.
 

 

10/17/05:  Ken Eller Appointed Chief of Police

The city council appointed Ken Eller as Chief of Police on October 17, 2005, to fill the vacancy left by Chief Cudaback.  Eller served the Nance County Sheriff over four years previous to coming to Humphrey.

10/12/05:  Ryan Smith joins Humphrey Police Department

Officer Ryan Smith has joined the Humphrey Police Department on a part-time basis.  He is employed full-time as a Deputy with the Boone County Sheriff's Department in Albion, Nebraska.

Smith has a Bachelor of Arts in Education from the University of Nebraska Kearney.  He has a long military background of 12 years in the Navy. Smith has been in Law Enforcement for 2 years.
